Ludovico Arroyo Bañas was a pioneer in telecommunications in the Philippines during the American rule in the Philippines. He was one in the first and only group of 10 scholars of the Insular government of the United States of America in the Archipelago to study telecommunications at the US Naval Base in Cavite. He works at the Bureau of Posts in Manila, and was a WW II Veteran, who made a significant contribution to the liberation of the Philippines, through his expertise in the field of communication. He built a career in this field from 1 January 1919, and became the Regional Telecommunications Superintendent for Region IV (Panay, Negros, Romblon, Palawan) in the late fifties until 16 February 1966.
